In November 1978 the 1971 Fund Assembly adopted provisional Rules of Procedure, which were based on the Rules of Procedure of the Assembly of the Inter-Governmental Maritime Consultative Organization (IMCO) with such modifications and changes to reflect the differences between IMCO and the 1971 Fund. The Rules of Procedure were applied during the first session and adopted with effect until such time as they were superseded by definitive Rules of Procedure.
