In April 2012, the 1971 Fund Administrative Council instructed the Director to conduct a further analysis on the legal basis for the 1971 Fund to refuse payment under Article X of the 1969 CLC and to examine the points raised by the Bolivarian Republic of Venezuela in their third intervention in consultation with the Legal Affairs and External Relations Division of the IMO.
