In October 2011, following previous discussions on the definition of ship and consideration of a legal analysis of the extent to which the interpretation of the definition of ‘ship’ within Article 1.1 of the 1992 Civil Liability Convention might include FSUs, the 1992 Fund Assembly decided to establish a Working Group to consider the implications of the proposals contained within paragraph 7 of document IOPC/OCT11/4/4, and to report back to the 1992 Fund Assembly at its next session.
