In March 2011, the 1992 Fund Executive Committee decided not to authorise the Director to commence payments of established losses arising from the Volgoneft 139 incident and instructed him to continue with the efforts to try to resolve the three outstanding issues, namely: payment by the insurer up to SDR 3 million, a solution to the ‘insurance gap’ and the submission of outstanding oil reports.
