In May 2004 the 1992 Fund Assembly recommended that since the Supplementary Fund would become involved in a very limited number of incidents, the distribution of joint costs in respect of incidents involving both Funds be agreed between the governing bodies of the respective Funds on a case-by-case basis, taking into account the particular circumstances of the incident in question.
