In February 2003 the 1992 Fund Executive Committee decided that the three-year time bar period should be considered to start to run at the earliest from the beginning of the period of the loss suffered by the individual claimant, recognising that there might be claims in respect of which the starting point might be some time after the beginning of the period of the loss, but that such claims would have to be considered in the light of the particular circumstances in each case.
