In February 2000 the 1992 Fund Executive Committee considered the question as to whether or not the Al Jaziah 1 fell within the definition of ‘ship’ under either or both of the 1969/1971 Conventions and the 1992 Conventions, in particular whether the Al Jaziah 1 could be considered as a ‘seagoing craft’. The Committee noted that a preliminary survey of the vessel carried out by the 1992 Fund’s local surveyor had indicated that the vessel carried no navigation equipment and that the low forecastle of the vessel suggested that it was not designed as a seagoing craft. The Committee considered that it was not possible to take a decision on this issue without further information about the vessel.
