In April 2013, the 1992 Fund Executive Committee decided to authorise the Director to pay private claimants in the Volgoneft 139 incident in full according to the Court ruling and make interim payments to the three government claimants with pro-rated deductions to cover the ‘insurance gap’, as set out in paragraph 7.7 of document IOPC/APR13/3/5. The Executive Committee also instructed the Director to continue its discussions with the Russian authorities to reach an agreement on the ‘insurance gap’.
