In October 2006 the 1992 Fund Assembly took note of the report of the first meeting of the 4th intersessional Working Group established by the Assembly to consider non-technical measures to promote quality shipping for carriage of oil by sea. The Assembly noted that the Working Group had decided to undertake a study to: (a) identify factors that allow/require/prevent marine insurers and other business endeavours from sharing information on clients, including national legislation and practices; and (b) identify whether competion law and practices take into consideration the need for taking measures to encourage quality shipping for the transportation of oil. It was further noted that the Working Group had also decided to undertake a study to determine the extent to which the main focus of the Group’s attention should be ships falling outside the ambit of the classification societies belonging to the International Group of Classification Societies and the P&I Clubs belonging to the International Group of P&I Clubs.
