In March 2009 the 1992 Fund Executive Committee noted that in December 2008 the Criminal Court of Appeal (Daejeon Court) had rendered a judgement, reducing the prison sentences imposed by the Court of first instance on the Masters of the two tugs and overturning the not-guilty judgements for the Master of the crane barge and the Master and Chief Officer of the Hebei Spirit. It was also noted that the Court of Appeal had imposed a fine of KRW 30 million on the owner of the Hebei Spirit and that the Master and Chief Officer of the Hebei Spirit had been arrested. It was further noted that in January 2009 the Master and Chief Officer of the Hebei Spirit had been released on bail but had not been permitted to leave the Republic of Korea.
