In October 1992 the 1971 Fund Assembly noted with regret that, because of the complexity of the incident and the very high aggregate amount of the claims, the 1971 Fund would not be able to follow the established policy of providing rapid payment of claims. The Assembly expressed its concern about the hardship that this might cause individuals and small businesses in particular.
