In October 1994 the Director was instructed to continue his efforts to clarify the position vis-a-vis the 1971 Fund Convention of the Governments of Azerbaijan, Georgia, Kazakhstan, Latvia, Lithuania, Turkmenistan and Ukraine that had been formerly part of the Union of Soviet Socialist Republics.
