In October 1994 the 1971 Fund Executive Committee decided that payments made by the Fisheries Council of the Region of Galicia to fishermen and shellfish gatherers should not be deducted from the compensation payable under the Civil Liability Convention and the Fund Convention, since the payments had been granted as humanitarian aid and therefore were in the nature of a gift. The Committee drew attention to the fact that in view of their character these payments could not be reclaimed from the Fund.
