In October 2005 the 1971 Fund Administrative Council considered a number of measures that might be taken in assisting States to submit oil reports including, inter alia, closer liaison with Member States, introducing an electronic reporting system and providing examples of reporting procedures in States that had developed efficient systems for compiling the necessary information and submitting reports. The Council instructed the Director to proceed with the above measures as well as listing of former 1971 Fund Member States with outstanding oil reports on the IOPC Funds’ website. The Administrative also instructed the Director to pursue his efforts to obtain outstanding oil reports and urged all delegations to co-operate with the Secretariat in order to ensure that States fulfilled their obligations. The Director was also instructed to consider, on a case-by case basis, whether legal action should be taken against a particular contributor or whether other steps would be more efficient. The Council further instructed the Director to bring the matter of the non-submission of oil reports to its attention at each regular session.
