In October 2005 the 1992 Fund Assembly considered the impact of changes to the IMO Codes and Conventions on which the definition of hazardous and noxious substances (HNS) in the International Convention on liability and compensation for damage in connection with the carriage of hazardous and noxious substances by sea (HNS Convention) was based. The Assembly instructed the Director to discuss the issue with the Secretary-General of the International Maritime Organization (IMO) with the aim of finding a practical solution as well as avoiding similar problems in the future.
