In October 2005 the 1992 Fund Assembly considered a proposal by the International Group of P&I Clubs to establish a working group to consider what measures in the realms of liability, insurance and the administration of the international compensation regime could be taken to address the substandard transportation of oil. The Assembly decided that the next step would be for one or more delegations to develop draft terms of reference so that the Assembly could consider them at its next session.
