In October 2003 the 1992 Fund Assembly reconsidered the operative part of Resolution No.7 creating the Administrative Council, in particular as regards the quorum requirement, which had been set at 25 Member States. The Assembly considered that a practical solution was necessary in order for the 1992 Fund to be able to operate and therefore decided to maintain the quorum requirement at 25 Member States for the time being, but to keep the matter under review.
