In May 2003 the 1992 Fund Administrative Council instructed the Director to study issues and prepare draft texts in connection with the framework for the establishment and operation of the International Hazardous and Noxious Substances Fund (HNS Fund), to be established under the International Convention on liability and compensation for damage in connection with the carriage of hazardous and noxious substances by sea (HNS Convention), for preliminary examination by the 1992 Fund Assembly at a future session. It was agreed that the forum where further discussion should take place would have to be considered at a later stage.
