In October 2002 the 1971 Fund Administrative Council instructed the Director to carry out a study of the different options for distributing the surplus on the General Fund in connection with the winding up of the 1971 Fund, and the ramifications for contributors, and to report to the Council at its October 2003 session. The Council also decided that it should consider the distribution of the surpluses on Major Claims Funds at its October 2003 session when the situation would have become clearer in respect of the incidents in question.
