In October 1999 the 1971 Fund Executive Committee decided to include in the list of instruments enumerated in Article 5.3 (a) of the 1971 Fund Convention the 1988 Protocol to International Convention for the Safety of Life at Sea 1974 (SOLAS 1974) and the 1988 Protocol to the International Convention on Load Lines, 1966, with effect from 1 May 2000. The Committee decided that the July 1999 Amendments to Annex I of the International Convention for the Prevention of Pollution from Ships 1973 as modified by the Protocol of 1978 relating thereto (MARPOL 73/78) were of an important character for the purpose of the prevention of oil pollution, but that it was premature to include them in the above list, since it was not possible to determine whether they would enter into force. The Committee decided not to include the May 1999 Amendments of SOLAS 1974 and the July 1999 Amendments to Annes II of MARPOL 73/78 in the list of instruments. The Committee recalled that the Assembly had at its 19th session decided that the November 1995 Amendments to the International Convention on Load Lines (IMO Resoultion A.784(19)) were of an important character for the purpose of the prevention of oil pollution but had taken the view that it was premature to take a decision on that session on whether to include them in the above-mentioned list, since it was not possible to determine when these Amendments would enter into force. It was also recalled that Committee had at its 59th session taken the corresponding decision in respect of the May 1998 Amendments to SOLAS 1974 (IMO Resolution MSC 69(69)). The Committee took the view that it was still premature to take a decision on whether to include these Amendments.
