In June 1996 the 1992 Fund Assembly decided that the following categories of States should be invited to send observers to sessions of the Assembly and that the Rules of Procedure should be worded accordingly: States which had signed the 1992 Fund Convention or which had deposited the appropriate instrument in respect of that Convention, but for which the Convention was not yet in force; States which had notified the 1992 Fund that they were considering accession to the 1992 Fund Convention; States which were Members of the 1971 Fund but not of the 1992 Fund; and States which would be invited to send observers to meetings of the 1971 Fund Assembly in accordance with the latter’s Rules of Procedure.
