In June 1996 the 1971 Fund Assembly decided that the following additional categories of States should be invited to send observers to sessions of the Assembly and that the Rules of Procedure should be amended accordingly: States which were Members of the organisation established under the International Convention on the Establishment of an International Fund for Oil Pollution Damage, 1971, as amended by the 1992 Protocol thereto (1992 Fund) but not the 1971 Fund; and States which would be invited to send observers to meetings of the 1992 Fund Assembly in accordance with the latter’s Rules of Procedure.
