In October 1994 the 1971 Fund Assembly, noting that the Director had doubts as to whether it would be legally possible under the relevant provisions of the 1971 Fund Convention to pass on to contributors the cost of insurance premiums to cover the levying contributions, nevertheless instructed him to study the matter further and to present a report to the Assembly at its 18th session.
