In October 1992 the 1971 Fund Assembly decided that ‘orimulsion’, a bitumen-based fuel consisting of bitumen mixed with about 30% fresh water, should be considered as ‘persistent oil’ for the purpose of Article I.5 of the Civil Liability Convention.
