In October 1991 the 1971 Fund Assembly noted the two studies carried out by the Director, one concerning the need to avoid a situation in which two conflicting treaty regimes would be operational and the other concerning treaty law issues relating to States which had already expressed their consent to the be bound by the 1984 Protocols to the 1969 Civil Liability and 1971 Fund Conventions. The Assembly was in general agreement with the Director’s conclusions and with the texts of the draft resolutions dealing with these issues.
