In October 1991 the 1971 Fund Assembly considered the report of the sixth intersessional Working Group set up by the Assembly at its 13th session with the mandate to consider the future development of the intergovernmental liability and compensation system. The Assembly agreed in general with draft texts for new protocols to the 1969 Civil Liability and 1971 Fund Conventions prepared by the Director containing entry into force provisions differing from those of the 1984 Protocols to these Conventions.
