In October 1991 the 1971 Fund Assembly, agreeing that the 1971 Fund should have sufficient working capital to enable it to make rapid compensation payments and that it would normally not be appropriate for the Fund to raise money by way of bank loans, decided to increase the Fund’s working capital from £4 million to £6 million, and to review, at its 15th session, whether a further increase would be required.
