In October 1989 the 1971 Fund Assembly, in approving the reports of the Executive Committee, endorsed the position taken by the Committee in respect of the principles embodied in IOPC Fund Resolution No.3 adopted by the Assembly in 1980 and stressed that the interpretation of ‘pollution damage’, which had been adopted in Resolution No.3 and amplified by by the endorsement of the report of the 5th intersessional Working Group (namely that the assessment of compensation to be paid by the 1971 Fund was not to be made on the basis of an abstract quantification of damage calculated in accordance with theoretical models and that a claimant was only entitled to compensation if he had suffered a quantifiable economic loss) remained the position of the 1971 Fund.
