In October 1985 the 1971 Fund Assembly decided to set up a Working Group to study the conditions of application and the scope of the provisions of Article XII bis of the 1984 Protocol to the 1969 Civil Liability Convention, in particular the interpretation of the provisions relating to the so called phased-in approach and the provisions relating to the setting up of the limitation fund under the Civil Liability Convention. The Assembly took note of the oral report of the Working Group’s discussions given by its Chairman.
