In October 1984 the 1971 Fund Assembly adopted a number of amendments to the Statutes of the Appeals Board annexed to the Staff Regulations and the Staff Rules, including inter alia, that the Board’s Chairman should have legal qualifications, that the Board could decide on an appeal without holding a hearing, although hearings should be held if decided by the Chairman or at the request of the appellant or the Director, such hearings being held in part or in total in private or in public as decided by the Board.
