In September 1983 the 1971 Fund Assembly adopted an amendment to the 1971 Fund’s Internal Regulation 3.6 in respect of contributions payable by a State for which the Convention was not in force on 1 January of a particular year, such that the annual contribution to be paid by each person in that State for that year would be pro-rated for that part of the calendar year for which the Convention was in force for that State. The Assembly also adopted a new Regulation (3.11) which provided that any credit balance on a contributor’s account with the Fund would bear interest at the rate of the lowest London clearing bank base rate, taking into account any changes in rates.
