In September 1983 the 1971 Fund Assembly requested the Director, in his personal capacity, to submit proposals to the Diplomatic Conference to be held in 1984 to consider a revision of the 1969 Civil Liability Convention and the 1971 Fund Convention with regard to the administrative problems which the 1971 Fund had experienced and which could be solved by amending the 1971 Fund Convention. The Assembly agreed that the Fund should offer to the Diplomatic Conference all assistance that might be required from the Fund to facilitate a smooth transition from the existing compensation scheme to the compensation scheme to be adopted by the 1984 Diplomatic Conference. The Assembly also agreed that it might be necessary to hold an extraordinary session of the Assembly during the course of the Diplomatic Conference in order to allow the Assembly to take decisions in the light of decisions taken at that Conference, and requested the Director to send out invitations for such a session within the period required by Article 19 of the Fund Convention.
