In October 1980 the 1971 Fund Assembly decided to adopt a Resolution (No.5) requesting Contracting States to 1971 Fund Convention and the Director to make appropriate efforts in order to convince non-Contracting States to become Parties to the Convention, especially to make such efforts on the occasions of the meetings of international organisations concerned, such as the Inter-Governmental Maritime Consultative Organization (IMCO).
