In April 2000 the 1971 Fund Administrative Council, recalling that the Milford Haven Port Authority (MHPA) had appealed against the sentence rendered in criminal proceedings ordering it to pay a fine of £4 million after it had pleaded guilty to a charge under the Water Resources Act 1991 of causing or permitting polluting matter (namely oil and bunkers) to enter controlled waters, noted that in March 2000 the Court of Appeal had held that the original fine was excessive and should be reduced to £750,000.
