In October 1999 the 1992 Fund Executive Committee agreed that it would be very costly and difficult to pursue further the investigation into the possibility of taking recourse action against the shipowner, as would any recovery action. The Committee concluded that the likelihood of recovering the amount paid by the 1992 Fund in compensation was extremely small and therefore decided that further efforts to this end were not justified.
