In February 1998 the 1971 Fund Executive Committee instructed the Director to make a preliminary study of the problems which, in the light of the experience gained in the Aegean Sea incident, the 1971 Fund could encounter in the future in respect of the enforcement of judgements against the Fund and of possible solutions, bearing in mind Articles 8 and 18.7 of the 1971 Fund Convention, which provided that such enforcements could be subject to a decision by the 1971 Fund Assembly or Executive Committee concerning the distribution of the total amount available for compensation under the 1969 Civil Liability and the 1971 Fund Conventions.
