In April 1996 the 1971 Fund Executive Committee agreed with the Director that if the Wales Tourist Board were to develop its plan for a marketing campaign intended to offset the decline in tourism caused by the incident he should discuss with the Board on a without prejudice basis whether and to what extent any proposed measures could be considered as fulfilling the Fund’s admissibility criteria. The Committee reiterated its position that in principle the Fund should not consider claims for marketing activities until the activities had been carried out and the results could be assessed.
