In June 1996 the 1971 Fund Executive Committee, in response to a request by the Korean delegation to give priority to claims for clean-up costs, endorsed the position taken by the Director that under the Fund Convention all claimants had to be treated equally and no claims could be given priority and that since the Committee had decided as regards this incident to limit the Fund’s payments to a certain percentage of the agreed amounts, this percentage had to be applied to all claimants.
