In December 1995 the 1971 Fund Executive Committee decided that, in view of the remaining high degree of uncertainty as to the total amount of the established claims, it would not be appropriate at this stage to increase the provisional payments beyond 40% of the damage actually suffered by the claimants as assessed by the Fund’s experts.
