In October 1995 the 1971 Fund Executive Committee decided to suspend further compensation payments until the question of the possibility that the total amount of established claims exceeded the maximum amount of compensation available had been re-examined by the Committee at its 46th session. The Director was instructed to make the decision known to the affected community and to study the legal and practical problems that would arise if a given number of claims had been paid in full and the total amount of established claims were to exceed the maximum amount available under the 1969 Civil Liability and 1971 Fund Conventions. At the same time the Committee decided to instruct the Director to continue negotiations concerning outstanding claims for the purpose of reachning agreements on the quantum of the losses sustained.
