In April 1995 the 1971 Fund Executive Committee considered a claim by a public body for contributions it had paid to the social security system that employers affected by the pollution would have paid if their business activities had not been suspended. The Committee took the view that the payments could not, as submitted by the Spanish delegation, be considered as preventive measures and therefore decided to reject the claim.
