In April 1995 the 1971 Fund Executive Committee examined claims made by two Spanish public bodies for making unemployment benefit payments to people who allegedly had been made redundant due to reduction in work as a result of the restrictions placed on fishery activities following the incident. The Committe noted the Spanish delegation’s view that these payments were not social security payments in the normal sense but were costs of measures taken to prevent or minimise pure economic loss. The Committe maintained its previous decision to reject these claims. The Committe referred to the fact that it had previously rejected claims for loss of income suffered by persons who had been made redundant and that the Committee had taken the view that public bodies which pay employment benefits could not be given a more favorable position vis-a-vis the Fund than people who had been made redundant.
