In February 1994 the 1971 Fund Executive Committee, in noting that the Fund had approved claims for property damage to houses that had been contaminated by smoke from burning oil on the vessel, recognised that in some cases it might be difficult to draw the line between damage caused by fire and damage caused by oily smoke resulting form a fire, but took the view that in this case the damage to the houses should be considered as damage caused by contamination.
