In June 1993 the 1971 Fund Executive Committee decided that claims by three retailers were inadmissible since their shops were located in a town (Savona) which did not depend on beach tourism and the decisive criterion for admissibility was whether there was a link of causation between the loss and the contamination resulting from the incident.
