In October 1989 the 1971 Fund Executive Committee endorsed the position taken by the Director that costs for the proposed underwater inspection of the sunken vessel would not be covered by the notions of pollution damage or preventive measures, since the inspection was not for the purpose of preventing damage by contamination.
