In October 1984 the 1971 Fund Executive Committee agreed that the owner/master’s negligence, attributable to his capacity as master, should not deprive him of his right to limit his liability in accordance with Article V of the 1969 Civil Liability Convention, and that the Fund should accept fully the claim for preventive measures taken voluntarily by the owner.
