In March 1980 the 1971 Fund Executive Committee expressed its concern about a claim by the USSR (which was not a party to the 1971 Fund Convention at the time of the incident) for £33.4 million for ecological damage calculated on the basis of a theoretical formula. The Committee requested the Assembly to consider adopting a Resolution expressing the Fund’s concern about the claim.
