In June 2009 the 1992 Fund Administrative Council decided to confirm the decison taken by the Executive Committee in March 2009 and grant observer status to Bolivia. It also decided to grant observer status to Guatemala. In accordance with the decision by the Assembly in October 2002, the Administrative Council decided to set up a group of five States to screen the request for observer status from the World Liquid Petroleum Association (WLPGA). On the basis of the report of that group of States, the Council decided to grant observer status to WLPGA.
