In October 2003 the 1971 Fund Administrative Council recalled that the 1971 Fund had appealed against the decision of the first instance Court allowing compensation in respect of claims of five claimants who did not hold licenses to cultivate penshells and arkshells. The Council noted that the Appellate Court had dismissed the claims.
