In February 1998 the 1971 Fund Executive Committee decided to set up a Consultation Group to assist the Director in his search for a mechanism that would enable progress to be made towards solving the outstanding issues so that claimants could be paid as soon as possible, respecting the basic principles of the Conventions and the principles of the admissibility of claims laid down by the Assembly and the Executive Committee, including the requirement for claimants to submit evidence to substantiate their losses.
